What is the current status and plans around resources like material property information, test data, etc. for composite materials?

This would be both on a component basis and on a lamina or layer basis.

A living, growing database of material property information along with strength allowables and other failure data is critical.  Also failure data associated with failure modes like delamination is necessary to fully go from the "black aluminum" design approach and take advantage of the potential for composite material applications.
